From the Mayor's Desk - November 2017

Near the end of October, our City Council approved a change in how we will calculate our utility bills going forward. We believe this change will result in more accurate billing for all of us while maintaining the fairness of sharing the costs of operating and maintaining the 2 systems.

Our water use is metered but our sewers are not. We have used arithmetic and averaging to try to determine sewer usage in the past but it’s always been far less than an exact science.

The new monthly sewer base rate will be $40.00 for residential, multifamily and RV parks and campgrounds and will go into effect with the Nov-Dec billing which will be due in January of next year. (Note: Since I wrote this we decided to implement the change with the current bills.) In addition to this change, we recently combined our water and sewer funds. One of the benefits in doing so is the ability to share the expense and revenue of the 2 systems, resulting in a more stable fund.

Some residents have expressed concerns that charging the same rate for a family of 2 and a family of 8 is unfair. If the family of 8 could flush their toilets, wash their clothes and dishes, and bathe and shower, all without using city water, I would agree. However, I have yet to see a viable theory to make that happen. All of which is to say, the family of 8 will be paying significantly more for their water than the family of 2 and that is how the equity of the system is maintained.

Our primary goals in making this change is to provide more accurate billing for all our account holders and maintaining our water and sewer systems. As one would expect, paying for the upkeep of these system while keeping the costs as low as possible can sometimes be a bit of a balancing act.
